Question: Electrified 3rd train rail...how are people never killed?

walking or driver on it..

with the crash in NY, they are saying the 3rd rail lifted up....so I would guess there are times people would walk across and step on it/drop things on it and pick them up...and cars driver across it...but people arent killed....i could see debris being in contact with the rail and a car...
